Job Description

Hiring.zycto is excited to announce a unique opportunity for a dedicated and community-focused Municipal Bylaw Officer to join a vibrant team serving the picturesque Town of Okotoks, Alberta. This full-time position is ideal for an individual passionate about public safety, community relations, and upholding municipal standards to enhance the quality of life for all residents in this dynamic and growing community.

As a Municipal Bylaw Officer, you will be a vital link between the community and municipal government, playing a crucial role in ensuring compliance with a wide array of municipal bylaws. Your responsibilities will span areas such as animal control, property standards, noise disturbances, parking regulations, and public peace. Your work will involve a proactive and visible presence through community patrols, responding promptly and professionally to public complaints, conducting thorough and impartial investigations, and engaging in education and voluntary compliance initiatives. Where necessary, you will be authorized to issue warnings or violation tickets in accordance with established procedures and legal frameworks.

This role demands a balanced and thoughtful approach, emphasizing education and fostering voluntary compliance through positive interactions, while maintaining the capacity and authority to take appropriate enforcement action when required. Key Responsibilities

  • Patrol assigned areas to identify and investigate bylaw infractions proactively.
  • Respond to and investigate public complaints regarding municipal bylaw violations (e.g., animal control, property standards, parking, noise).
  • Educate residents and businesses on municipal bylaws and promote voluntary compliance.
  • Issue warnings, violation tickets, and orders in accordance with municipal bylaws and provincial statutes.
  • Prepare detailed and accurate incident reports, investigation summaries, and other relevant documentation.
  • Collect and preserve evidence for legal proceedings and appear in court as required.
  • Liaise with internal departments, law enforcement agencies, and other external stakeholders.
  • Handle and process impounded animals, including record-keeping and public communication.
  • De-escalate potentially confrontational situations through effective communication and conflict resolution techniques.
  • Maintain up-to-date knowledge of municipal bylaws, provincial legislation, and enforcement best practices.

Required Skills

  • Minimum 2 years of experience in bylaw enforcement, security, or a related field.
  • Strong understanding of municipal bylaws and related provincial legislation.
  • Excellent verbal and written communication skills, including report writing.
  • Proven ability to de-escalate conflicts and resolve disputes professionally.
  • Proficiency in conducting investigations, collecting evidence, and maintaining accurate records.
  • Valid Class 5 Alberta Driver's License with a clean driving abstract.
  • Proficiency with standard office software (e.g., Microsoft Office Suite).
  • Ability to work independently and as part of a team.
  • Sound judgment and decision-making abilities.

Preferred Qualifications

  • Post-secondary diploma or degree in Law Enforcement, Criminal Justice, Public Administration, or a related discipline.
  • Certification as a Municipal Enforcement Officer (M.E.O.) in Alberta.
  • Experience with animal control and handling.
  • First Aid and CPR certification.
  • Knowledge of the Okotoks community and its specific bylaws.
  • Experience testifying in court.
