Key Responsibilities

  • Prepare, analyze, and monitor departmental budgets, ensuring adherence to fiscal policies and legislative requirements.
  • Develop detailed financial forecasts, models, and projections to support strategic planning and decision-making.
  • Conduct in-depth variance analysis, identify budgetary discrepancies, and recommend corrective actions.
  • Collaborate with program managers and senior staff to understand operational needs and integrate them into budget proposals.
  • Prepare comprehensive budget reports, presentations, and briefings for various stakeholders, including executive leadership and external bodies.
  • Assist in the development and implementation of financial policies, procedures, and systems to enhance efficiency and compliance.
  • Provide expert advice and guidance on budgetary matters, funding options, and cost-saving initiatives.
  • Ensure all financial activities comply with relevant government accounting standards and public sector regulations.

Required Skills

  • Bachelor's degree in Finance, Accounting, Economics, Public Administration, or a related field.
  • Minimum 4 years of progressive experience in budget analysis, financial planning, or public sector finance.
  • Proven expertise in financial modeling, forecasting, and variance analysis.
  • Strong understanding of government accounting principles and public sector budgeting processes.
  • Advanced proficiency in Microsoft Excel (e.g., pivot tables, VLOOKUP, financial functions).
  • Excellent analytical, problem-solving, and critical thinking skills.
  • Superior written and verbal communication skills, with the ability to present complex financial information clearly.

Preferred Qualifications

  • Master's degree (MBA, MPA, or M.Fin) or relevant postgraduate qualification.

  • Experience with government financial systems (e.g., SAP, Oracle, specific provincial/municipal systems).
  • Familiarity with Public Sector Accounting Standards (PSAS).
  • Previous experience working within the Ontario public sector.
